This is new, at least to me
It has been extremely wet here, daily rain for the last 2~3 weeks. It seems to be some sort of fungus, basically a wet foamy mess that is dripping water droplets.
Is it hurting the bush? It looks healthy.
It looks like a slime mold. Should be pretty harmless.
