When to start training scaffold branches?

Ok… I notched my kieffer pear grafts (from last year)… yes and several new persimmons and apples too…

I have scaffold branches coming out right where i wanted them… but of course they are mostly going up at a steep angle.

These are about 3 inches long now.

When do you start training scaffold branches to go more horizontal ?

Does that vary by fruit tree type ?

I have used clothes pins in the past to force small limber branches on new trees to go more horizontal.

When do you start training scaffolds ?

How do you do it ?

I would start training with toothpicks, but I would wait a bit longer. The top branch is getting close, but it is easy to snap off completely when they are young.
