I noticed these white fuzz pockets on the branches.

I noticed these white fuzz pockets on the branches.

Scale or mealybug. That looks more like mealybug to me but I’ve been wrong before. Blast them off with water or soapy water. You can use oil and organic methods too. But I usually just use soapy water. Most people use insecticidal soap, but I just use diluted dish detergent in a strong sprayer.
Edit: you’ll have to spray pretty regularly until they’re all gone. But if it’s a really bad infestation, you can use systemic pesticides in the soil but that’s obviously not organic. If left alone, the citrus fruits won’t develop or ripen well.
Spray with Neem solution. Will need several applications.
All of the above options have worked for me. Neem is usually my go to just follow the dilution directions and remember to spray early or late in the day or on an overcast day so you dont burn your plants.
