Should blueberry branches that look like this be pruned off?
I wouldn’t prune that branch based on the damage but if it’s older than 5 years I might, depending on how much other growth you have

I might be overlooking something but I dont see any Winter damage. The older canes tend to have bark that looks like that. Once the bush has some size you should be pruning out a few of the older canes every year to encourage continued growth of new canes. Newer canes are more fruitful.

Looks like the green growth is in the process of lignifying.
