I would probably opt for 16". 14 seems rather close though it depends some on variety how much it will want to fill the space between rungs. I have five tiers at about 13" and I wish I had gone wider. Still 14" is workable.

How long is your run?
They make 8 gauge which quotes 1234 lb breaking force.

Thank you, everyone, for the suggestions. I went with 16 gauge galvanized wire and 14 inches between the rungs. Since the garden is sloped, I had to do a step-down. For the first rung I tried to run the wire continuously in a step-wise fashion for five 8’ sections, which was a major pita, even with two people. For the next two rungs I did each section separately. The fourth tier is not in, as I ran out of eyelets and, well, it would be getting majorly ahead of myself. Here is a picture
