Please inform where I might access Cosmic Crisp Apple trees on standard (full size) roots (minimum B118 or M111)?

I suppose sharing scions is not legal at this juncture…

You are out of luck for many years there. Unless you are a licensed Washington State fruit orchard.

retail nurseries in washington also sell it. They don’t require you to show proof of residency so I’m sure that you could drive over, buy with cash, and drive home. However I only see it on dwarf and semi dwarf rootstock

I have seen it offered for sale in many Washington State nurseries for sale only to residents. I see the Agrarian Sharing Network even offers scions of it in their many fairs.
